Project description

DM Engineers successfully managed the implementation of Retro-Commissioning Measures (RCM) and Energy Conservation Measures (ECM) for Columbia University, ensuring full compliance with NYC Local Law 87 (LL87). This mandate requires buildings over 50,000 gross square feet to undergo periodic energy audits and retro-commissioning to improve energy efficiency.

Our scope included managing energy audits, assisting with RCM verification alongside the energy engineer, and collaborating on the preparation and submission of the Energy Efficiency Report (EER) to the Department of Buildings (DOB).

In addition to overseeing audits and compliance efforts, DM Engineers coordinated multiple mechanical, plumbing, and electrical contractors to address identified deficiencies. We also worked closely with the university’s in-house mechanics, who resolved select issues based on internal priorities.

Throughout the program, our team supported the successful implementation of over 2,000 RCM and ECM measures across 31 buildings in Phase II and 10 buildings in Phase III. Despite the challenge of operating within an active, year-round campus environment, we ensured seamless coordination, efficient execution, and full regulatory compliance.
